Howard was born in Essendon, Victoria, explaining his life long support for the AFL Essendon Club. He attended High school at Nunawading then continued his education at Swinburne Technical College, which became a university by the time he finished his degree  in civil engineering. Later on in life he completed two masters degrees at Melbourne University on hydro geology and geotechnical engineering.

Due to his expertise  Howard worked in Vietnam on many water supply and sanitation projects. To this day this remains his favourite country outside of Australia.
He met Wendy, his wife of many years in 1969 at a Portsea pub and they were married 18 months later and eventually had three children and eight grandchildren.
